Use hair glue and spike it in all different directions. That's about all you can do if it's really short.

if your hair is straight and not to long try doing a ponytail, but leave out some of your hair. If its curly i recommend putting in a couple cute barrettes .
Depends how short. If it's ear length, try putting a stylish headband on. Shoulder length? Take a side part. A few barrettes will be nice.
Gel does wonders for short hair and is a real hip thing with the young, especially the teens. Colored gels go one step farther. Have fun! Or for something more permanent, you could streak the tips with a high contrast color to the rest of the hair! Have fun!
You could run some texturizing cream through it and kind of ruff it around...



or kind of spiky is always fun.
