Do they want them to look like a bunch of pagan romans? Does this mean that they think that George Washington and Ben Franklin are anti-American? Does that mean that they do not like the likes of ZZ Top, Charly Daniels or Willie Nelson being from Texas? Or are these people that make the rules just plain stupid?Why does the Texas boards of Education require short hair on male students?

Also, it's an issue of control. The schools love power, and will exercise it anyway they can.
