My friend has a short bob hairstyle that is halfway between her chin and her shoulders...her hair has the slightest wave but never enough to show, and she would like how to make her all her hair wavy without braiding because it crimps rather than waves and without using heat...

it really depends how well her hair works with products.
if it works really well with products, grab some SUNSILK Waves of ENVY gel, and apply it to your hair and scrunch it. This should boost some of the natural waves.
If you want more waves than that, then put the gel on, and then spritz with the wave boosting spray and put it into a bun overnight, and your hair should be a really beachy sort of wavy in the morning.

U could try hot rollers! Umm big loose braides .. or a curling iron will a lil hair spray o even try to scrunch it there is this hair stuff calles bouncey cream and it will make ur hair curly but yet so flirty :p haha
