What is it that makes someone suit short hair?

I know a few females with very short hair, like a guys cut, and they really suit it. I also know a few other women who had their hair this short and did not suit it. I cannot figure out what it is that makes someone suit short hair. They have similar face shapes, similar noses so what do you think it is that makes them different?

Personally, I think only girls with a good bone structure can get away with really short hair, they have to have high cheekbones and be naturally pretty.
